Affordable Health Insurance In Texas The Tip Proposal

A study by the Kaiser Commission on Medicaid and the Uninsured found that only 35% of Texas-based small businesses offer health insurance and only 43% of all Texans get employer-based health care. A coalition has formed with the mission of making affordable health insurance in Texas a reality for every resident. Accessible, affordable, accountable, comprehensive, responsible, universal healthcare for Texans by Texans is the mission of Health Care for All Texas, which has proposed the Texas Health Insurance Plan or TIP. The TIP Health Care Authority, established by the Texas legislature with members appointed by the governor would oversee the proposed measure.





HCFAT estimates that Texans spend $100 billion on health care each year, over a quarter of which is spent on administrative costs. Insurance premiums for small businesses rose 77% from 1999 to 2003 and now only a third are financially able to offer coverage, leaving one out of every four working adults without affordable health insurance in Texas. TIP proposes universal guaranteed health care coverage for all Texans. It would cover all medically necessary services that the Federal Employees Health Benefit Plan (FEHBP) covers, including hospital costs for both in-patient and out-patient care, ER costs, preventative care, rehabilitation, mental health, prescription drugs and supplies.





Affordable Health Insurance in Texas with TIP would be publicly funded private health care with voluntary participation. Those in the plan would have their choice of doctors and coverage will be portable, meaning participants can change jobs or move within the state. Emergencies that occur out of state will be covered as in Texas. Non Texas residents who get injured or sick while in Texas will be covered at the Texas rate, but the fees will be billed to their insurance provider. TIP will issue a Smart Card with the participants complete medical history including medications, allergies and previous hospital admissions.





The non-profit Institute of Medicine, a non-governmental part of the U.S. National Academy of Sciences, estimates there are 18,000 deaths in the U.S. per year from lack of health insurance. In its Jan. 2004 report Insuring Americas Health: Principles and Recommendations, IOM notes that while American health care is better than that of any other country in the world, the U.S. is still the only industrialized nation that does not guarantee available health coverage for all of its citizens. HCFAT maintains that affordable health insurance in Texas with a program such as TIP is an important step in changing that.
